When a child has blakc hair it will randomly change colors. Its not a CC hair.

If your child is wearing any other CC hair then it will change color whenever they age up because the game cant tell what color it is. Whenever I createedit a sim child in CAS their hair color would randomly change to a different color when changing their hair color back to normal it would change the color of their eyes and eyebrows when either of those were edited it would change the other 2 as well. I gave up on siwtching it back to black just set it as a different color.

Unnatural Hair Colours are now Genetic. Ive had this problem with child sims hairs before and also soft toddlers all cc hair. The game assumes these colours are dyed and so children dont have access to the same unnatural colours adults.
